The Conference of the Parties (COP) is the governing body of the WHO Framework Convention on Tobacco Control (WHO FCTC) and is comprised of all Parties to the Convention. It keeps under regular review the implementation of the Convention and takes the decisions necessary to promote its effective implementation. The COP may also adopt protocols, annexes and amendments to the Convention. Observers may also participate in the work of the COP.

This international conference on NCDs was organized by the World Diabetes Foundation and the Danish Ministry of Foreign Affairs. The focus of the conference was on the current and future challenges faced in putting NCDs on to the global health agenda. Over 140 leading health and development professionals, including former World Heart Federation CEO Helen Alderson, gathered to discuss the emerging burden of chronic disease and its impact on developing countries.

The topic of the 2010 CARMEN Policy Observatory Annual Meeting was "Building the Case for Chronic Disease Prevention, Policy and Action." The CARMEN Network comprises 32 countries working on integrated prevention and control of chronic diseases. The meeting was attended by 60 participants representing governments, international organizations, and civil societies from 20 countries in Latin America and the Caribbean including the United States of America and Canada.
